The Milk Man is the world's worst super hero. His only attack is the "udderal blasts" which is the reguritation and vast quantities of milk via replecation of a small amount of previously consumed milk. They allow him to subdue criminals, and also fly.
His power may be a weird, fucked-up form of Lactokinesis, and he is probably super-effective against those with the Lactose Intolerance power-up activated.
